The pace bowler has taken 309 wickets in 71 Test matches with an average of 22.10.
The Australian chair of selectors the selector has declared that skipper Cummins will have a crucial role in the forthcoming historic rivalry.
Speculation had been growing that the veteran bowler might miss the series due to a stress fracture in his back that remained unresolved.
Earlier indications from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the extended contest kicking off on November 21 in Western Australia.
Bailey expressed that the captain is progressing and felt positive about the prospects of participating.
"We're aware that the clock is ticking and various factors at play, not only the physical problem, but further aspects," the selector added.
"The outlook is good. We firmly believe that he'll participate in a key capacity. Ideally from the opening match. Otherwise, then we'll pick it up."
Previous Setbacks
He was sidelined the ODI and T20 games against India and New Zealand recently after examinations confirmed a lumbar bone stress.
He has a history of back injuries, with setbacks in multiple past seasons leading to absences from multiple domestic campaigns in four years.
Cummins stated he would be bold in recovery efforts in his comeback strategy to secure his spot for the contest.
Bailey noted that he did not know if Cummins had begun bowling as part of his comeback but admitted it was "getting tight" for him to be fit for the opener.
Alternative Arrangements
In case of absence, ex-skipper Smith will lead the side.
Versatile player Green was recently pulled out from the ODI lineup for their limited-overs matches against the subcontinent side as a safety move because of discomfort in his torso.
Bailey described it as a "small issue and stated that Green will play in the domestic first-class competition, so will be "in a good place to deliver overs."
"We put so much time has gone into building out the plan for him to be available for the initial game as an batting and bowling option," he elaborated.
"Originally, he'd only feature in the initial matches in any case. How he handles the willow in shorter formats, even if it just sets him back for another day, we just made the decision to adopt a safer strategy."
